Inexperience is a leading factor in traffic crashes involving young drivers. That’s why 44 states and the District of Columbia have implemented graduated driver licensing (GDL) programs. GDL programs require young drivers to move through three tiers of driving, each with certain restrictions tied to the permit. Restrictions address things such as the use of alcohol (zero tolerance), nighttime driving, teenage passengers, safety belt usage and more. This helps young drivers accumulate driving experience under controlled circumstances.
